ABOUT COURTNEY
Courtney is an executive, board leader, and investor with more than 20 years of experience spanning global finance, international business, public governance, and strategic leadership. Beginning her career at JPMorgan Securities, she has built a career at the intersection of business, government, and strategy, advising organizations operating in complex international environments.
Courtney currently serves as a Commissioner for Los Angeles World Airports (LAWA), appointed by the Mayor of Los Angeles and confirmed by the City Council. As part of the governing body responsible for policy oversight of Los Angeles International Airport (LAX) and Van Nuys Airport (VNY), she helps oversee one of the nation’s largest aviation systems and more than $30 billion in capital modernization and infrastructure programs. She currently serves as Chair of the Security Committee, providing oversight on aviation security, emergency preparedness, and public safety while working alongside executive leadership, law enforcement, and federal partners.
Courtney also serves on the University of Southern California Board of Governors and its Executive Committee, where she helps advance the university’s strategic priorities and engagement with its global alumni community. She is also an Instructor with USC’s Safe Communities Institute and previously served as a Los Angeles City Ethics Commissioner.
Courtney previously served as Chief Global Strategy Officer for Neocova, where she led the company’s international growth strategy, evaluating expansion opportunities across global markets and advising on political, economic, and regulatory dynamics. She also directed the company’s engagement efforts with government entities.
Courtney is the Founder and CEO of CLB Global Strategies, an advisory firm focused on international business strategy, geopolitical risk, stakeholder engagement, and complex public-private initiatives. Through her work, she has advised and partnered with corporations, investors, and government entities. She previously served as a Senior Advisor on behalf of the U.S. Department of Homeland Security, focusing on national security issues for the Office of Community Partnerships. Her work in national security has included firsthand research and interviews with former and incarcerated violent extremists around the world, providing firsthand perspective on geopolitical risk, security, and organizational resilience.
Courtney began her career in finance at JPMorgan Securities, where she spent seven years as a Global Investor advising clients on investment strategies, financial markets, and cross-border opportunities (approximately $8BN AUM). She later lived in Cairo, Egypt, working on investment initiatives throughout the Middle East and North Africa, further expanding her experience in global markets and international business.
In addition to her executive and board leadership roles, Courtney is an active investor with interests spanning real estate and other private market opportunities. She has built and manages a diversified portfolio that includes residential, multifamily, and commercial real estate—bringing an owner’s perspective to strategy and long-term value creation.
With experience spanning more than 70 countries, Courtney brings a global perspective to leadership and decision-making. Her career has taken her from global finance to executive leadership, public governance, aviation, and national security, giving her a distinctive ability to connect business strategy with geopolitical realities and build trusted relationships across sectors, institutions, and cultures.
Courtney is a sought-after speaker, panelist, and published author, speaking on global business, leadership, governance, and geopolitical issues. Her insights have been featured by CNN, ABC News, Al Jazeera, Euronews, The Hill, and Sky News Arabia, including a one-hour CNN special with Lisa Ling examining the evolution of modern terrorism. In 2017, she was recognized by the Los Angeles Business Journal as one of Los Angeles’ 40 Under 40.
Courtney earned a Bachelor of Science in Business Administration with an emphasis in Finance & Entrepreneurship from the University of Southern California. She speaks fluent Spanish and conversational Arabic.
